Motionwave's system operates in environments where human data, ethical pressure, and executive decision-making intersect. In those environments, insight without governance becomes liability.

Governance is not an add-on to this system. It is the primary control layer.

Before signals are surfaced, before pilots are run, and before any licensing or partnership is considered, authority, separation, and permissible use are structurally locked.

This system exists to improve judgment under uncertainty - not to expand control.
What Governance Controls
Governance in this system defines, explicitly and immutably:

This system does not rely on trust, intent, or good behaviour. It relies on structural limits that prevent misuse even when stakes rise.

Separation of Roles (Non-Negotiable)

This system operates through enforced separation:

Participants: Never see analytics, signals, or organizational outputs.

Coaches: Deliver stabilization support without access to data, dashboards, trends, or interpretation

Operators/administrators: Manage logistics only, with no interpretive authority.

Executives: Receive aggregated, non-identifying signals governed by interpretation rules.

No role has sufficient visibility to reinterpret, weaponize, or operationalize the system independently.

This separation is structural. It cannot be overridden locally.
Hard Prohibitions
Under no circumstances may the system be used to:

Interpretation Is Governed ​
Signals only have value if they are interpreted correctly.

Interpretation within this system is governed by formal constraints that establish:

No single signal authorizes conclusions

Executives are not given playbooks, thresholds, or action rules.

They are given interpretive guardrails that prevent overreach, panic response, and false certainty. ​
Enforcement, Auditing & Licensing Readiness
Governance is enforceable. Violations may result in:

Termination of pilot or license

Permanent ineligibility for future participation

There are no remediation phases for governance breaches. This system prioritizes integrity over continuity.

Governance applies equally across pilots, licenses, jurisdictions, and partners. Local practices may add constraints. They may never remove them.

This is what allows the system to withstand audit, diligence, and licensing without founder dependency.
